The Department of Environment and Natural Resources (DENR) and the Deutsch Gesellschaft für International Zusammenarbeit (GIZ) GmbH are implementing the “Improved Ecosystem Services and Reduced Vulnerability to Climate Change through Ecosystem-based management and Application of Ecosystem Values in Two River Basins in the Philippines” project, also known as “Ecosystem-based Adaptation in 2 river basins” or “E2RB”. A major activity of the project is developing the capacity of river basin stakeholders on the assessment and use of ecosystem services values.

OIDCI was commissioned to develop a training program on the assessment and use of ecosystem valuation for river basin stakeholders. Specifically, OIDCI implemented the following activities:

1. Training needs assessment (TNA) on ecosystem valuation for target groups from the government, communities, private sector, and other relevant sectors involved in river basin management. The TNA used an online questionnaire sent to selected respondents.

2. Prepared an appropriate training design for the target training participants based on the results of the assessment. The training covered the basic concepts to the application of ecosystem valuation and appropriate PES models.

3. Conducted a training to build awareness on ecosystem valuation among river basin stakeholders, and;

4. Prepared and submitted reports such as the TNA documentation, training module, and activity documentation.

The participants were the stakeholders of Ilog-Hilabangan and Tagum-Libuganon River Basins. Based on the TNA results and the varied backgrounds and levels of expertise of the stakeholders in the two (2) river basins, four (4) training modules were identified to provide participants with a working knowledge (definitions and basic concepts) of the application of ecosystem valuation (EV) and appropriate payment for ecosystem services (PES) models in river basin management . These modules include, (1) Basic Concepts, (2) Ecosystem Services Valuation, (3) PES and Conservation Finance, and (4) Role-playing/Case Studies.
