Science, technology and innovation (STI) is a key driver of long-term economic growth. The role of STI in the pursuit of the Philippines’ development goals is expressed through a national research and development (R&D) and innovation strategy; an essential component of this strategy is the tracking of the STI sector’s contribution to national development goals. The tracking of STI contribution, however, is stifled by the absence of relevant indicators, insufficiency of existing data, and lack of a comprehensive monitoring mechanism on the Philippine STI sector’s performance. The Scoping Study on Philippine STI Statistics aims to (a) identify gaps, needs, issues and concerns on STI statistics, and (b) recommend actions (e.g. policies, projects, studies) to improve the availability of STI data and statistics, especially for tracking the implementation of the STI Chapter of the Philippine Development Plan (PDP).
The conduct of the Scoping Study includes the assessment of the state of STI data in the county, which will encompass a synthesis of the data gaps and issues on STI data; based on this assessment, a statistical framework and methodology will be developed. The Scoping Study will put forward a development program on STI statistics and suggest policy development areas for policy-makers and researchers. The Draft Compendium on STI Statistics will accompany the Scoping Study.
