 As no studies have been undertaken as yet to determine the pandemic’s particular impact on the Philippine environment and natural resources, the Department of Environment and Natural Resources (DENR) deems it necessary to conduct one to assist management in its response program towards recovery and sustainability. A large part of the country’s natural assets are jointly managed with LGUs, communities, other national agencies, CSOs and POs, and the private sector. DENR deems it important to know how the COVID’s impacts on these stakeholders have affected their ability to continue their roles as co-managers and participants in the management of these resources.

The initial phase covers the preparatory stage while the second phase will cover the actual survey and evaluation of results. DENR then commissioned OIDCI to undertake the Phase 1 preparatory works to pave the way for the actual assessment. The specific objectives of this Phase 1 assignment are as follows:

  • Develop an evaluation framework to include indicators and methodologies, selection criteria, and design on the assessment of the positive and negative impacts of COVID-19 on ENR-dependent households (HHs) and Community-based organizations (CBOs) pertaining to: economic activities; participation in ENR management interventions; and current attitudes and practices; and

  • Develop and pre-test appropriate survey instruments for various stakeholders (NGAs, LGUs, NGOs) and ENR-dependent HHs and CBOs.


In addition to the above outputs, OIDCI in close collaboration with various DENR offices (FMB, BMB, FASPS) also identified 14 shortlisted resource areas (both terrestrial and coastal) nationwide as potential assessment sites. The outputs shall then be used by DENR for the second phase, the result of which would provide inputs to re-orient current programs or plan out recovery interventions relative to COVID-19 and for that matter any future pandemics.
