The Second Cordillera Highland Agricultural Resource Management Project (CHARMP 2) aimed to improve livelihood and increase farm family income of rural poor through sustainable agricultural development and improvements in land tenure security, food security and watershed conservation. The seven-year project ended in December 2016. This End-of-Project Evaluation Study and RIMS study seeks to measure CHARMP 2 achievements based on its logical framework by identifying impacts on the following target areas: household income; food security; land tenure security; social capital; and forest management.
The study covers six CAR provinces where CHARMP 2 was implemented. OIDCI developed the over-all study design for the project. The OIDCI Team conducted key informant interviews and consolidated secondary data related to the logical framework indicators. Participants for focus group discussions include people’s organization representatives from each province. For the household survey, tasks and activities include development, pre-test and translation of the questionnaire into the local dialect; survey team training; and conversion of the questionnaire into the Computer-Assisted Personal Interviewing (CAPI) application installed in tablet devices. Six survey teams will be deployed for the survey that will cover 30 barangays. Results of the household survey will enable a comparative analysis with baseline and mid-term results. A financial and economic analysis will also be conducted for the project.
Results of the study will form part of the CHARMP 2 Completion Report for submission to IFAD for future related projects.
