The two primary objectives of the BUB program are: 1) to ensure the inclusion of funding requirements for the development needs of local government units (LGUs) in the budgets of participating national government agencies (NGAs); and 2) to facilitate participatory planning and budgeting through the genuine involvement of grassroots organizations and communities. The Technical Audit is an independent assessment of infrastructure projects funded under the national government’s BUB Program in 2013 and 2014, and completed as of March 2015. It looks at the performance of the completed projects in six focus areas: technical quality, construction management quality, transparency, operation and maintenance, cost-effectiveness, and community satisfaction and utility of the project.

Individual sub-projects are assessed based on identified indicators for each of the six focus areas. The 115 projects selected were implemented by NGAs in 11 provinces in eight regions across the country. Participating NGAs are Departments of Interior and Local Government (DILG), Social Welfare and Development (DSWD), Education (DepEd), Health (DOH) and Agriculture (DA). The sub-project types are rural roads, educational facilities, health facilities, agricultural facilities and water systems. Five Field Evaluation Teams, which include a Social Development Specialist and a Civil Engineer, were fielded for the assignment. The Field Teams employed methodologies such as secondary data gathering, technical inspection of the infrastructure, key informant interviews, and focus group discussions with beneficiaries. A scorecard that covers all key variables have been developed to provide a graphical summary of the evaluation.

The results of the audit will be used to improve the subsequent rounds of the BUB program. The Final Technical Assessment Report includes a consolidated comparative analyses of sub-projects’ quality and performance by project type, by implementation mode, and by region.
