PERFORMANCE OF THE BOTTOM-UP BUDGETING PROGRAM ASSESSED IN
30 LGUs ACROSS COUNTRY

The Bottom-Up Budgeting (BUB) Qualitative Outcome Assessment looks at the BUB program’s planning and implementation processes, its comparison with other similar programs, its impacts, and the factors that support or constrain those impacts. The assessment was carried out in a sample of 30 cities and municipalities across the country through key informant interviews, focus group discussions, field research,and review of literature. The final assessment report for the assignment includes case studies of 5 selected LGUs from the sample.
