The primary objective of the study is to develop a methodology to measure the resilience of ecosystems and communities to natural hazards and climate change. Specifically, the study aims to: 1. Establish a composite index or resilience score that captures different dimensions of resilience, namely, economic, social, environmental, institutional, and infrastructure 2. Conduct pilot testing for SHIELD project sites, one province each from Luzon, Visayas, and Mindanao with vulnerable and highly productive ecosystems 3. Develop the technical capacity of national and local governments to utilize the methodology for plan formulation, monitoring, and reporting 4. Develop an approach/mechanism for institutionalization, replication and scaling up, at the national and regional levels.
