In support of Millennium Development Goals 4 and 5, the Joint Programme on Maternal and Neonatal Health (JPMNH) aims to establish a functional and effective Service Delivery Network (SDN) in selected vulnerable sites in the country, which could be used as models for replication. It is a program of the Department of Health (DOH) and three United Nations agencies, UNFPA, UNICEF and WHO. Phase 2 of JPMNH is designed to strengthen the quality of intrapartum and postpartum care delivery, and will complement the government’s Conditional Cash Transfer (CCT) program by focusing assistance to areas where CCT is fully implemented. Thus, the baseline survey is aimed to facilitate effective targeting and calibration of the Program’s interventions.
Quezon city and three provinces in Region 12 (SOCCSKSARGEN) are the sites for the baseline survey. Secondary data and institutional sources are primarily used to establish the situation in the sites in 2013. A household survey of about 7,200 respondents for indicators on service supply and demand is conducted for the 2014 assessment, using computer-assisted personal interviewing (CAPI) technology. These are further complemented by an institutional survey, key informant interviews and focus group discussions with key stakeholders to enhance the assessment.
The study will provide the JPMNH actors sound basis for the refinement of the program design and strategy to accelerate the achievement of development goals on improved maternal health and reduced child mortality.
