Under Republic Act 10533, also known as the Enhanced Basic Education Act of 2013, two years of Senior High School (SHS) called Grades 11 and 12 will be added to secondary education. This basic education reform is aimed at preparing students for entry to tertiary education and equipping them with skills that will foster employability and entrepreneurship. In 2014, JICA launched the “Project for Supporting SHS Modeling in Selected Technical and Vocational High Schools.” As part of the Project, JICA, in collaboration with the World Bank, aims to measure the initial performance of the introduction of the SHS by evaluating the impact of the SHS modeling program, including its technical assistance (TA), on labor market outcomes in the Philippines.

A baseline survey has been undertaken to this end, followed by the Interim Survey. In the Interim Survey, data and information were gathered from students, households, schools, and industry partners using both structured and semi-structured survey methods. The structured survey was implemented using the computer-assisted personal interviewing (CAPI) method, and involved over 3,200 student-respondents and over 3,200 household-respondents. Both survey methods were pre-tested using pen-and-paper and CAPI methods. The Interim Survey was implemented in seven regions across the Philippines.

The Final Report for the Interim Survey includes descriptive analysis of the survey results. The Survey is designed to generate data that can be used to assess and evaluate the initial results (of the baseline survey) and eventually the impact (and replicable practices) of the SHS modeling program and JICA’s TA.
