The implementation of the Agrarian Reform Communities Project II focused on turning agrarian reform communities (ARCs) into productive growth areas and on optimizing the utilization of agrarian reform lands into profitable agri-business ventures. The project had four components: 1) community-driven development (CDD); 2) agricultural and enterprise development (AED); 3) sustainable rural infrastructure development; and 4) project implementation and management. The Special Management Team, composed of specialists in agricultural enterprise and development, community development and rural infrastructure from OIDCI and Hineleban Foundation, managed the project in the Autonomous Region in Muslim Mindanao (ARMM), working with ARCs and their respective municipal/city local government units.

The strategies utilized were based on the approaches and methodologies developed by DAR for the broader ARCP II but they were modified to suit the unique socio-cultural conditions and governance make-up of ARMM. For CDD, the Team innovated and developed a methodology called Strategic Participatory Planning Process for community participation in ARC development planning and in subproject prioritizing.

LGU staff and ARC leaders were trained and coached on the preparation and implementation of infrastructure sub-projects, which include feasibility assessment, detailed engineering and contract management. They were guided on possible options for generating LGU and community equity for rural infrastructure and on accessing rural finance and other support services. The Team also liaised with DAR for the approval of sub-projects and sourcing of national-level funding support. For AED, the Team supported DAR-ARMM in designing and preparing proposals for the agrarian reform beneficiary organizations under DAR’s ARCCESS program.
