ARCCESS is a support service delivery mechanism of the DAR. It provides strategic and sustainable support services to agrarian reform beneficiaries (ARB) to enable them to maximize the productivity for their lands and engage in agriculture-related enterprises. The ARCCESS aims to increase farm productivity, improve net income, and sustain the livelihood of ARB organizations (ARBOs) to enhance their contribution to food sufficiency in the countryside.

The provision of support services is done through the engagement of business development service (BDS) providers, which are tasked to enhance the ARBOs’ competence in business management, specifically financial management, marketing management, organizational management and governance. OIDCI provides BDS to 53 ARBOs in the five provinces and city of the Davao Region. The OIDCI team provides BDS through case-appropriate capacity-building interventions (i.e., training, mentoring, linkage-building). The assistance focuses on five commodities: rice, banana, copra, cacao, and sugarcane.

The OIDCI team will also supervise and facilitate the incubation of the ARBOs’ agri-enterprises and the establishment of systems and support mechanisms that will sustain the agri-enterprises over the long term.
